An Operator sustained a burn to left palm while using a cutting torch. Some debris plugged up the torch head while cutting causing the flame to go out. EE assumed the flame was completely out and used EE's left hand (with leather gloves on) to remove the material. Upon clearing the material, the flame re-lit resulting in the injury.
