Employee was rigging up the cone ring to remove it from the cone. It got bound up at an angle and would not move. EE reset the rigging then started to descend from cone. The cone ring did not have any pressure from the rigging. Descending from the cone onto the platform EE put EE's hand out for support, the ring fell into its resting position just 2"" from bound position.
